Morocco/Launch of a digital platform for applications for a "disabled person's card".

Rabat - The Ministry of Solidarity, Social Integration and the Family announced on Thursday the launch of a digital platform to receive applications for the "disabled person's card" and manage the procedure.

Draft decree no. 2.22.1075 on the granting of the disabled person's card provides for the creation of a digital platform to receive applications for the card and manage the procedure, with gradual implementation of its provisions.The text will come into force in certain provinces and prefectures in one of the regions, before being extended to the rest of the Kingdom's territory.

Adopted by the Government Council at its meeting on Thursday, the decree is in line with the high regard in which His Majesty King Mohammed VI has always placed people with disabilities, and his contribution to the implementation of the social protection project, in accordance with Article 34 of the Constitution.

Under the terms of the decree, any person with a proven disability will be issued with a "disabled person's card".The decree sets out the conditions for obtaining the card, as well as the assessment procedure.

The decree, added the same source, is part of the harmonization of Moroccan legislation with the provisions of the International Convention on the Rights of Persons with Disabilities and its optional protocol, and the application of the provisions of framework law no. 13-97 on the protection and promotion of the rights of people with disabilities, in particular article 23.

This legal text also implements the government's program, which attaches great importance to projects and initiatives targeting this category, which requires special attention in order to encourage its participation in the various aspects of daily life within a framework of dignity and equal opportunity.

The Ministry of Solidarity, Social Integration and the Family has adopted a participatory approach with stakeholders in social action in general, and in the protection and assistance of people with disabilities in particular.assistance to people with disabilities in particular, to launch a study and consultation workshop to assess the degrees of disability, which were drawn up in coordination with the departments and bodies concerned and in consultation with the social partners.departments and bodies concerned and in consultation with civil society associations working in the field, to draw up a new disability assessment system and adopt a refferential framework based on criteria accredited by the World Health Organization, determining the nature and degree of disability in an equitable manner.

The Ministry drew up the draft decree "within a framework marked by seriousness and convergence in all its dimensions between all the departments concerned, i.e. the Ministry of Social Affairs, the Ministry of Health and the Ministry of Social Affairs.s, namely the Ministry of the Interior, the Ministry of Economy and Finance and the Ministry of Health and Social Protection".
